HR Outsourcing for Tampa Bay Small Businesses
I'm the HR department for St. Petersburg and Tampa Bay companies that are too small to hire one and too big to keep winging it. HR outsourcing means I handle the policies, the paperwork, the hiring, and the hard conversations on an ongoing basis. Fractional HR means you get a senior HR executive for a few hours a week instead of a salary and benefits. Either way it is me, every time, for teams of 5 to 100 employees.

“Sarah has been an incredible resource to me for my clients. She is professional, knowledgeable, timely and, most importantly, cost effective. She is my Human Resource strategic partner.”
What's the difference between HR outsourcing and fractional HR?
Mostly the amount of time. HR outsourcing usually means I own the HR function on an ongoing basis. Fractional HR means a set number of hours per week or month with a senior HR leader. I offer both, and many clients move between them as they grow.
Is this a replacement for a PEO?
It can be. A PEO bundles payroll, benefits and HR into one fee. I don't run payroll, but I've helped a client move off a PEO to in-house payroll and benefits and save more than $38,000 a year, and I can help you evaluate whether that makes sense for you.
How many employees do you need to have?
Most clients have between 5 and 100 employees. Under 15 you mainly need wage-and-hour, I-9 and Florida basics done right. At 15, 25 and 50 employees, new federal and Florida obligations kick in, and that's usually when owners call.
Do you work on-site in Tampa Bay?
Yes. I'm based in St. Petersburg and work on-site across Pinellas, Hillsborough and the wider Tampa Bay area for first meetings, investigations, training and difficult conversations. Day-to-day support runs by phone, email and video.
Is there a minimum commitment?
No. Ongoing support runs month to month, and project work is a simple scope agreement. You'll know the number before we start.
