Brandon is the center of east Hillsborough, and it's where a lot of the county's growth has gone: the subdivisions of Riverview, Valrico, Seffner and FishHawk, and the businesses that grew up to serve them. That means home-services and construction contractors with crews on the road all day, medical and dental practices clustered around Brandon Boulevard and the hospital, logistics and distribution operations along I-75 and the Selmon Expressway, and the restaurants, retail and professional offices that fill in around the mall and the old downtown.
The HR problems are the problems of companies that got bigger faster than their paperwork did. A contractor at 30 employees with no handbook, no job descriptions and a foreman doing hiring by text message. A practice whose office manager is also the HR department and the credentialing clerk.
